Concern on Inclusiveness and Transparency of Bangladesh Delegation to Paris Climate Conference

Today Eight civil society climate networks in a joint press conference title “Bangladesh Must Take Position for a legally Binding Agreement in Paris Climate Conference” have placed seven points demand that Bangladesh government delegation take position in Paris climate conference, they have also express concern inclusiveness and transparency of the Bangladesh delegation. They have demand direct Prime Minister (PM) involvement in this regard, although she has dropped the plan to join Paris Conference. The annual UNFCCC (United Nation Framework for Climate Change Conference) Conference of Parties (CoP) 21 will be held in Paris from 29th November to 11th December, where state parties suppose to sign a climate deal which will be implemented from the year 2020 as agreed earlier.
The press conference was organized by Bangladesh Poribesh Andolon (BAPA), Bangladesh Indigenous People’s Network for Climate Change and Bio Diversity (BIPNetCCBD), Bangladesh Climate Change Journalist Forum (BCCJF), Campaign for Sustainable Rural Livelihood (CSRL), Climate Change Development Forum (CCDF), Coastal Development Partnership (CDP), Equity and Justice Working Group Bangladesh (EquityBD) and Forum on Environmental Journalist in Bangladesh (FEJB). The press conference was assisted by Oxfam and Act Alliance through CCDB (Christian Commission for Development in Bangladesh).
The press conference was moderated by Rezaul Karim Chowdhury of EquityBD, on behalf of the group written key demand has been explained by Ziaul Haque Mukta of CSRL, other speakers of press conference was Dr Sharmind Neelormi of CSRL, Qumrul Islam Chowdhury of FEJB, Dr Abdul Matin of BAPA, Md Kamruzzaman of CCDB and Act Alliance, and Aminur Rasul Babul of Unnayan Dhara Trust. Ziaul Haque Mukta of CSRL explained the seven points demand which are (I) a legally binding agreement and a international court on climate justice, (ii) Setting targets and thereby country commitment to limit global temperature limit to 1.5 degree Celsius by the year 2050, (iii) Setting pick year of highest emissions following common but differentiated responsibilities and respective capacities (CBDRRC), (iv) an agreement on climate forced migrants in view of Cancun agreement clause 14 f. (v) an institutional mechanism in respect of loss and damage by 2016, (vi) ensuring intellectual property right free and gender sensitive technology transfer to climate vulnerable countries (CVC) and (vii) ensuring accountability of Green Climate Fund (GCF) with funding to CVCs free from loan condition etc.
Dr Sharmind Neelormi of CSRL expressed concern on Bangladesh delegation formation since last two year who has hardly composed of informed expert from civil societies which was in fact tradition and strength in last one decade. Dr Abdul Matin of BAPA mentioned that present delegation has every chance to give walkover to the interest of developed countries. Qumrul Islam Chowdhury of FEJB demands that although Prime Minister is not going but she must control over this delegation. Rezaul Karim Chowdhury demanded that government delegation must declare in public on what is their position and what will be coordination mechanism in Paris.
